URL: https://github.com/apache/doris/pull/69149
### What problem does this PR solve?
Issue Number: None
Related PR: None
Problem Summary: `yiguolei` (GitHub user ID `9208457`) can use `skip
buildall` on some release branches, but the comment workflow currently rejects
the command for PRs targeting `branch-4.2`. Add an exact `branch-4.2`
authorization rule without changing the permissions of other users or branches.
### Release note
None
### Check List (For Author)
- Test
- [x] Manual test: Ran the extracted workflow permission branch for
`9208457` on `branch-4.2` (allowed), `branch-4.0` (still allowed), `branch-4.1`
and `prefix-branch-4.2` (denied), and another user on `branch-4.2` (denied).
Ran `actionlint -ignore SC2034`; the ignored unused-variable warning also
exists on the unmodified base workflow. Ran `git diff --check`.
- Behavior changed:
- [x] Yes. `yiguolei` can now issue `skip buildall` for PRs targeting
exactly `branch-4.2`.
- Does this need documentation?
- [x] No.
