        -> reject an explicitly submitted empty dfs.nameservices
        -> otherwise bind the merged catalog properties

   Preserve runtime compatibility for legacy HMS catalogs whose persisted 
`dfs.nameservices` value is empty while keeping CREATE and ALTER validation 
strict for newly submitted values. Unrelated ALTER statements now proceed on 
those legacy catalogs.
   
   ## Evidence
   
   - **Before:** `ALTER CATALOG ... SET PROPERTIES ("test_connection"="false")` 
failed when the existing catalog contained `dfs.nameservices=,`.
   - **After:** Only an ALTER that explicitly submits an empty 
`dfs.nameservices` is rejected; unrelated ALTERs retain the legacy catalog 
value and pass validation.
   - **Tests:** Added FE coverage for legacy empty values and explicit 
CREATE/ALTER rejection cases. The focused FE UT reached test execution but the 
local Mockito inline mock maker could not self-attach in this environment; 
FE/HDFS unit coverage for the related runtime compatibility path passes.
   
   ## Merge Danger
