Fixed the External Regression failure in 61a1c5d2c6a. The failing `test_remote_doris_unique_table_select` query uses the non-Arrow catalog and times out reading remote table metadata: the configured 10-second timeout was passed to a Thrift API expecting milliseconds, so it became 10 ms. The same failure also occurred on an unrelated PR. Convert seconds to milliseconds with overflow checking; do not mask the failure with test retries. The latest four review findings are fixed in a781cf92ecf. Validation passed: 48 focused FE tests, FE Checkstyle, a real local delayed-response Thrift test, and the expanded Flight RPC regression. The full external suite still needs validation on the updated CI build.
