Not sure if this helps but we have been able to establish that the instances
that store the system_auth.roles partitions are the only instances experiencing
unreachable incidents over the last few months.
We also start seeing timeouts when trying to query this CF on app login (as
shared in initial post).
Let me know if there is anything we can capture that will help in diagnosing
this problem.
