No big strategy - TLDR: in order to drop JDK8 (CASSANDRA-18255) you need any
tasks or tests that are running only on JDK8 to be switched to run with JDK11
so we do not decrease any test coverage. In this case we add the JDK11 upgrade
tests and remove the JDK8 tests.
