I hate this CI game :( I think there was some environmental issue with 4.0 and 
there are 6 tests failing with J11 on J8.

I reran the suite now -

 All green

Most of the failures were timeouts and busy addresses. There were two failures 
which I've not seen before and looked suspicious; not from the perspective of 
this patch but in general.

I cannot reproduce with or without the patch in 100 runs and it seems possible 
to be related to the other environmental twists:
