Marked this blocked by CASSANDRA-17431 not because it actually is, but there
are known conflicts, and easier for this patch to handle.
Some issues were found by this patch and [~e.dimitrova] went to go fix them, so
fixing the issues in a patch dedicated to fixing those issues is much better
than a random patch fixing <_<
