After all latest discussions and considering we are still considering trunk to
be at 4.1 and not 5, I think we need to get back to Config
{_}windows_timer_interval{_}, marked with @Deprecated and adding a note in
NEWS.txt that it is just a placeholder.
If something changes (like bumping trunk to 5.0) we can revise this decision.
