Yeah, there's mingw and WSL as well so they can still do it that way as well. 
Maybe we update the headers on the .bat and .ps1 files and NEWS.txt to indicate 
Windows isn't supported on 4.0 and they use it at their own peril and point to 
this ticket, then do the removal on trunk?
