I don't think you can do it in Cocoa; you certainly can't do it in IB.
Parallels is a Carbon app.

The last time I tried that (and it may have changed), this results in tracking "holes" where those buttons were - so if you click there (thinking that you can drag the title bar), nothing will happen (i.e., you won't be able to drag the window like expected). So at the very least, on some systems, this will cause frustrating bug-like behavior.
