I just downloaded iTunes 12.10.2.3 (64 bit) for Windows 10 Pro. It runs great, looks great, no crashes. An examination of application files shows dlls for CoreFoundation, CoreText, Foundation, CoreGraphics, Objective-C, etc. This is a Cocoa application.
