If adding grease to the rudder post grease cup does allow for smoother operation, the likely culprit is a build up of marine growth, especially if cables have been disconnected from the radial drive and friction still occurs.  Or it could be a bent rudder post (any recent groundings?).  Either condition involves dropping the rudder which can’t happen in the water.
