I run messenger lines in place of my halyards for the winter and this past winter the parachute cord I use for the main halyard sings like a guitar string in very gentle breezes.  When I tighten it up it changes pitch.  Willing to bet somewhere you've got a vibrating line, as others noted the telltale being "only when a wind blowing".

Being moored across the bay from Puget Sound Naval Shipyard first few  times I heard it, had me looking outside for UFOs. I don't think its wind in the rigging.
