Andrew, Cut off the horizontal tube where you want and install Sea Dog SD270500 stanchion eyes in the tube. Secure them with a machine screw. They look like the cap on the picture you linked to. From there, you can build a wire with pelican hooks on each end. Done.
If you want to save a few bucks, swage a thimble eye on one end instead of a pelican hook. -- Dennis C.
