I got a little more information, so this part is usually called "rudder
washer" or "rudder thrust ring" - but in my case it is not a ring, but only
1/4 of a ring.
Usually this washer is made of some kind of thermoplastic (vesconite),
delrin etc.
In my case this material looks and feels like brake pad - any ideas what it
could be ?
