I live a block away from my boat. I walk there to work on the boat and have no interaction with anyone unless I want something they have in stock - I agree it does not make sense. It is obvious the lawmakers have no concept of a working boat yard or marina is about.

The county instruction allow them to staff with their own people if the maintain "social distancing". So in at least some cases you can't work on your own boat but can pay them to do work.
