Removing the pedestal is complicated beyond removing the four bolts.  There are 
the steering cables, the throttle and shifter cables and electric wires.  My 
boat came with an aluminum pipe emergency tiller that was just long enough to 
catch the spokes of the wheel.  I cut an inch off the end and it clears just 
fine now.  I expect that if I ever need it, one inch won't matter as I will 
lash a length of line to the end and sit on the windward coaming to steer or 
add a purchase like they do on Bristol Channel Cutters.
