We do have similar regulations and some went so far as that we cannot buy certain types of bottom paints.
I don’t think the capture pad with filtration is a must. We have strict rules about bottom stripping and removing any pain on the hard (and those are enforced). But we are allowed to power wash bottoms as they come out of the water. As you said, the logic applies in a chequered pattern. Can only guess most of the legislators had no real idea what they voted on, and the practical application thereof. Boatyards had to install these pads / runoff capturing filtering systems to be in compliance with state regulation, not a trivial capital expenditure. Am surprised at the lack of similar regulations in our neighbor to the north.
