I would still suggest that he did not find delamination but rather wet
core.  You may be able to find the source of the moisture intrusion if you
look on the inside and above the indicated area.  There is likely a water
tank in the vicinity of the area below the anchor locker floor.  This tank
could still be creating a conflicting indication.  Also, is the area
symmetrical to both sides of the locker?  This would be a pretty unlikely
situation and could be further evidence of something else causing the
aberrant indication.

OTOH, if you find wavey reflections/shadows in the hull sides or clear
signs of past damage to inner hull where readings reside then it is most
likely an accurate reading.  The surveyor can also run his meter on the
inside to confirm.
