Engine at 180°F doesn't sound bad.  I believe the steam you see is just the
effect of cooler surrounding air and water.  The measure of adequate
cooling which I've heard is, being able to place your hand on the exhaust
elbow.  It might be warm... Not hot.

Max continuous = 3200rpm
Max 1 hour = 3400
Max instantaneous = 3600

I try to run as high of a load as often as possible.  Greater than 80% load
is recommended.  2600 is enough.  2800 is even better.  FYI most Yanmar
tachs are inaccurate.  My tach is 200 rpm slow.
