If you're positive about through bolting then yes a thickened epoxy can be injected. I wouldn't overbore, just drill your holes. Six10 is expensive but the convenience and ease are invaluable. It is already the required thickness to simply stick the nozzle up to your hole and inject. You might want to think about only drilling the first layer, injecting, and then drill and tap your mounting holes in the cured epoxy without actually penetrating the back layer.
