That would be difficult – there are too many. On the Apple side, it is easy – you need GSM (cellular) enabled iPad (no cellular plan is needed), but the module is shared between the GSM(HSUPA/LTE) and GPS.
On the Android side – look for the specs. If it says GPS – yes, it is good, if it says – no, don’t buy it; if it says “assisted GPS” don’t buy it , either, it means that it needs cellular signal to find itself.
