I was just poking around with an Ipad at Costco this weekend, a big one, at
least 13 inches.  This was not being sold through a Cell company.
I could not find any GPS in the settings.

Hey guys,

My understanding is that later model iPads and iPhones that are not "WiFi
Only" all have GPS receivers that are entirely separate from the cellular
receiver/transmitter.  So, the GPS receiver will work even if you do not
have a cellular data plan or cellular service.

So, these devices do NOT need cell service to determine your position.
However, you WILL need cellular service to download the map imagery or chart
imagery itself if you have not already downloaded the map or chart imagery
via wifi before your voyage.
