I wonder why he used those fittings instead of the regular Harken battcars

The boat has full battens and a harken mainsail luff car system, with pins that go through little fabric loops sewn into the luff of the sail. The issue I'm having is with how the battens are supposed to be secured. They slide into their pocket from the luff, and there is a receptable marked "Rutgerson" that I assume is supposed to hold the front end of the batten somehow. There is a short length of webbing attached to the receptable, which I again assume is supposed to go over the end of the batten and provide a means of tensioning it. BUT, there doesnt appear to be any way to make it fast!
