Dan, The inflatable is not safety equipment. If you are going to wait for good weather, I don't think must have a raft, but it is personal preference. Vane Bros. in Baltimore will rent you one for $500. I'd be inclined to rent an EPIRB. Boat US rents them, and Vane Bros. may as well. Battery is much more robust then a PLB. Jacklines, inflatable PFDs with harnesses are a must. Take a look at the saftey checklist here:
