Been there, done that several haulouts. The fairing compound in the gap between the strut base and the strut recess is subject to cracking due to vibration of the drive train. If your shaft is aligned and your prop is in balance, then I tend to believe it is purely cosmetic IF your strut fasteners are tight. Grind out the compound a bit and put it some new compound, fair it, paint it and splash.
Chances are you may see it again next haulout. Dennis C.
