Don,

Essentially, all of the boat's weight should rest on the keel.  The pads are
for just keeping it upright.  If the pads are distorting the hull, you have
too much weight on them.   If the  boat moves around, there isn't enough
weight on the pads.

the keel stop a bit aft and narrow the keel guides.
