I made a similar cutlass bearing removal tool a few years back out of steel
angle iron.

Even with this tool, I could not pull the cutlass bearing.

To get it out, I had to cut the bearing....put a hack saw blade through the
bearing, fasten the saw handle and saw carefully through the length of the
bearing from the inside towards the strut. Once cut through, the bearing
popped out with no trouble
