Even if the sail itself doesn't stretch, adjusting the luff tension alters the performance of the sail, desirable in changing wind velocities and different sea conditions. There should be a YouTube video to demonstrate.......I'll take a look. Do you have an expert sail guy in your area; in the business, for example making sails ? That would be another resource for you.
