You can get all involved in the reading and interpretation but let me boil it
down for many of us.
If you have a boat with a pumping head and a discharge through the hull, you
can satisfy the regulation by installing a holding tank and securing the
discharge valve in the closed position. The regulations allow you a) remove
the valve handle, b) padlock the handle or c) secure the handle with a
non-releasable wire-tie.
I was a regulatory manager in chemical plants for 30 years. We routinely used
LOTO (lock out, tag out) devices to secure valves.
Touche' has a 1 1/2 inch ball valve for the head discharge. When in no
discharge zones, I secure it with an industrial valve LOTO device.
Specifically, a North Safety BS02. I got mine on eBay for about $15. Although
you can find them for about $25-28 online, Staples sells them for $32:

If you have a globe or gate valve with a round handle, there are LOTO devices
available. Again, North Safety's v-safe series might work for you. Staples

One of these LOTO devices and a padlock will make your boat legal.
