Did a little research on this. Not sure if SeaTow is the only provider of this service, but it seems to be in Long Island Sound. The GOOD news is that they use a number of different channels, so by knowing what stations use which channels (for example Bridgeport, my closest station, uses #24, Port Jefferson, #27 and Huntington Harbor #28) so by using the farthest first, I can tell how far my radio is transmitting ! - Much better than I first understood.
