Think of PWM (pulse width modulation) as  turning the LEDs on and off very 
rapidly, so  the visual effect is dimming of the lights.
 
The problem I see with the buck converter you  show is the total output 
current. Depending on how many lights you'll be  running, you might exceed it's 
1.5 A output. So, for one short strip  it should be more than adequate, but 
if you intend installing it in line  from the circuit breaker to ALL of 
your lights, the total might exceed the  converter's output. Depends on how 
many lights you have, and whether you replace  all of the incandescents with 
LEDs. 
 
On MYSTY, for example, there are 10 overhead  cabin lights, all converted 
to LED. My strips (with double-wide  high-output LEDs) use about .6 A per 
light fixture, so the total could be  (if all were on at once) far exceeding 
this converter's output  limit.
 
On the other hand, if you use one of these  converters per LED fixture, it 
should be fine.

Also, what about dimmers? I see PWM dimmers on ebay purpose built for  LEDs 
but they don't step the voltage down. How does that work?

Well, if I  were buying it to put on a boat I would first give it a scrub 
with isopropyl  alcohol to get the flux off, and it wouldn't hurt to brush 
some epoxy on it  to seal it.  Otherwise the residues I can see in that 
picture will eat  the circuit board within a year.
