One thing about GPS is that the system is under the direct control of the U.S. 
military. They might decide to mess with it if
there was an operational reason for doing so. More remote possibilities would 
be damage to the system from solar activity or
electromagnetic pulse from an atomic bomb above the atmosphere. North Korea is 
probably capable of the latter sort of vandalism if
it found itself under attack.

Don't know how the Europeans are coming along with their system, but it won't 
be infallable either.

No I don't think satellite system failure is very likely, but if I were setting 
off for a trip around the world, I would
definitely be packing a sextant.
