Out here on the US West Coast there is governmental activity to ban copper in recreational boat bottom paints.
IIRC the legislation was moved to the back burner in Washington and California to allow for more study. The last draft I saw allowed for several years of phase in before the copper based paint was to be completely banned. When looking at a 10 year payback for copper based coating it may be a good idea to consider what legislation could pop up in the next year or so in your area.
