Not in my boat or many others that I've been on. Maybe it's a fake?

Sailing yachts have a certification plate, maybe two inches by four, attached 
in the Cockpit.  You'll recognize it because it has C&C emblazoned on it in 
color followed by some small print.  Basically is says that your boat complies 
with all the mandates in place at the time of construction.
