You can buy individual raster charts from within the SailTimer App for IPad
and IPhone. That's not much help to Android users I guess.

Disclaimer: I'm not connected with them, but they claim that with their
next update "If you want hydrographic charts for your entire region in
Canada, you can now do an in-app purchase for the entire region for just
$21.99."
