A couple minor points, that I'm sure you've tried already.
If the netbook and the TV are already turned on, and connected, you should go into the Monitors app in Ubuntu (under Preferences, I think), and tell it to redetect monitors. If everything is good, then you should see the TV listed (or at least something in addition to the usual monitor).
If that doesn't work, try rebooting the netbook. Sometimes monitor detection only works right on boot up (in my experience).
I have had the EEE pc running on a TV directly. But the difference was that the TV had a VGA input so I was able to just use a standard VGA monitor cable.
