In a nutshell, Oasis has opened a public mailing list to discuss the formation of a new Technical Committee (TC) for the implementation, interoperability, and conformance (IIC) of ODF. This list is in the early stages of planning. It needs to figure out if the TC is needed, what to call it, what the scope is, guidelines for doing the job, etc. So, if you want to contribute to an official standard, this list may be the place for you to get started. More details on the formation of a TC can be found at http://www.oasis-open.org/committees/process.php#formation. And a general review of the oasis-open.org website would probably make sense as well. Not to mention the ODF definition itself. (available on the oasis site, I believe).
