Depends on how heavy of traffic...

These are used quite a bit:

But have the nickname "suck-eris" because they are pretty slow (easily
good enough for home use, maybe for a small office, but definitely not
on a 10MBit+ line with a heavy VPN load.)

They are low power, that's for sure, but with not much more power
consumption you could use a mini-itx VIA board or something similar.
Combine it with an IDE flash module and an OS tuned to run off of
flash, and you're good to go (
