You could save the uptime with something like /etc/init.d/cupsd restart.

It sounds like your CUPS is not set up quite right.  These links might help:

Just ignore any parts that tell you how to install CUPS - focus on the 
configuration parts.  Also keep in mind the file locations might be a 
little different.  But everything else in there should be pertinent.
