That sucks....

The next silly question is did you check things out in the cups interface or 
just the KDE/Gnome/Windows frontends?

The CUPS UI is at http://ip.of.your.server:631

As Gustin mentioned you might have better luck with this from the server 
itself connecting to http://localhost:631. CUPS can have tight security 
settings preventing you from cancelling jobs from remote (or even local) 
boxes, you can change them in cupsd.conf which will be in /etc somewhere. Of 
course you might have a GUI in PCLOS for that...I dunno.
