Like I described my first awareness of the internet problem was poor/slow connection, after rebooting I was unable to get an IP from the network. It could be that part of their internet infrastucture is not UPS'ed and was lost during the power outage..... which is bad planning. Further reading around their VoIP tax has given me the impression that Shaw Digital phone is not a true VoIP service, they use same cable but not 'over IP'. As far as I'm concerned, the fact that the phone system went down at all is pretty bad.
