There is "Shaw High Speed-Lite Internet"

It is quite slow :-) and atleast it does not take the phone line away. I 
understand that Telus also offers dialup.
Also http://www.nucleus.com/dialup/ has a pritty good offering here. But i 
guess you have to get the modem yourself ... (not a problem, vfxweb if full 
of them :-))
