Frequently suppliers that provide ADSL also give you a limited dialup account which is generally not used, see if you know anyone might want to share. Local library and community centers, but you need to go there. Any wireless hot spots in their area that they can tap into? Of course they will need to spring for a wireless card and to do it legitimately, you should talk to your neighbour before using their service. I have a bunch of equipment from an investment of mine that went sour that could be used for dialup service, as a matter of fact that is one aspect of what they did. Still have the modems as well, but the cost of the phone lines are quite prohibitive even for residential. However this could be done with something like vonage (or any other voip line service).
