That could be doing it ... if the driver does not properly support the link detection or if you have a flacky cable.

1. What type of network card do you have ? 2. What module / driver are you using ?
and what is "ifplugd" ? I have never seen this ?
Right now I would assum that either your module is not compatible with the card. I experienced simular problems with the old eepro module and on-board intel cards with compaq desktops.
The card would just stop responding to traffic completely.
You could start by disabling the software version of WATCHDOG, I say software because from my understanding a watchdog device is designed to watch hardware and restart the sytem if a problem occurs. These are usally hardware devices.
The software version of WATCHDOG could be disabling the card or trying to reset it.
