This API is provided to bridge the gap beetwen CS functionality and support the EC2 API's. With this API admin can set the default zone from the available zones for the accounts that use EC2. All EC2 API calls that this account makes, will operate in relation to this default zone.
E.g- AllocateAddress EIP call, CS needs to know which zone to pick the EIP from. So awsapi will ask CS to pick it from the default zone marked for the account.
