[ACS41][MERGE] ucs branch to javelin

I would like to merge ucs branch to javelin tomorrow morning
The feature is filed at https://issues.apache.org/jira/browse/CLOUDSTACK-723 
including functional spec 
The code is highly self-contained, no impact to orchestration code I anticipate 
so far
