I believe the sentence Sebastien is objecting to is already in CloudStack docs. 
That is, the first sentence in the section "Using SSH Keys for Authentication." 
The new part which is proposed for IP clearance is the sub-section "Resetting 
SSH Keys."

When reviewing the docs on people.apache.org/~jtomechak, please be aware that 
the HTML files provided are for convenience in viewing only. The XML files are 
the ones to be considered. There is a README in each directory that gives 
details of what has been added or changed for each bug. I'm sorry if providing 
the HTML has led to some confusion about what's being proposed.

Kinda fair. If there is an easy fix to be made in a text file before being 
committed (assuming vote passed) then I think it should be made.
The devs of the features should check the docs proposed
