I think we need to use the official release number: 4.0.0-incubating.

4.0.0-incubating for the release num

Similar to Chiradeep and Jie's comments, I would say something like:

Apache CloudStack is a software platform that allows users to build a
feature rich Infrastructure as a Service (IaaS) cloud environment.

Perhaps replace "includes" with "manages", and then remove user
interface part OR add something like ", including an intuitive user
interface and rich API for its users."

4.0.0-incubating again

Will want to direct to the download page. This is because we want
people to download via the mirrors, and that page will do that for
them. It also has instructions for verifying the artifacts.

I would point to the download page again, perhaps not listing the URL
though. Just end with "also available via the projects download
page."

This part can probably be removed.
