IMO, yes, we should be pointing users to Jira to report bugs. We should probably point users to the cloudstack-users@i.a.o email list as the first level of support for users (and developers should watch that list to help our users out when they have questions). So I would say that the order of operation for a user would be: email the user list to ask for help, and if there is a bug identified or no answer on the list, open a bug in Jira.
